Represents the Time IE (Information Element) related information of a radio frame.

Summary

This structure is only used by the experimental Time Synchronization service feature (enabled via OPENTHREAD_CONFIG_TIME_SYNC_ENABLE).

Public attributes
`mNetworkTimeOffset`	`int64_t` The time offset to the Thread network time, in microseconds.
`mTimeIeOffset`	`uint8_t` The Time IE offset from the start of PSDU (`0` indicates no Time IE).
`mTimeSyncSeq`	`uint8_t` The Time sync sequence.
